A player who has a win at a Major and plays no other tournaments should do better than one who wins a Major and misses ten cuts, right? But they both have the same number of points. It also has to do with divisor and when the tournaments took place, right? Isn't there a dampening effect on the points the longer ago the event happened?

Yes, the divisor makes a big difference; but there is a minimum divisor of 35 even if a player only plays 10 events in 104 weeks. All points are counted for 13 weeks; and it starts to lose 1/91 per week after 13 weeks. All points are gone by 104 weeks.
