...and yes, Jiyai caught Lorena...in fact, I might be recalling this incorrectly, but didn't she catch Lorena literally with the last putt on 18 in the last event of the year? You're thinking of the 2009 Player of the Year. Alas, it was the opposite of how you remember it. Jiyai needed a birdie on the final hole of the year to win POY but only made par. Lorena captured the POY by a single point over Jiyai (she would have become the second player after Lopez to win ROY and POY in the same year). Sooooo close, but the Koreans would have to wait several more years before Inbee Park became the first Sister to win the POY. The next year, the tables were turned when Shin caught Lorena to become the first Korean #1. She won an event on the JLPGA, and Lorena needed a top five at an LPGA event in Mexico to hold her off but didn't make it. I think she retired the next day. Can she be voted in as an International player? Double digit wins on three different tours (LPGA, JLPGA and KLPGA). 46 wins internationally and counting. Missed out on LPGA POY by a point. First South Korean world #1. 2 Majors. I know the counter to my argument could be Laura Davies and her vast accomplishments, yet she had to wait, wait, wait, even though her accomplishments dwarf Jiyai's. But Shin's record isn't that far off from Ayako Okamoto of Japan, who did get in. Maybe it would help if she had some years where she was dominating the JLPGA, which so far she is not. I'm not certain it's because Bo-Mee is more talented or just because Jiyai doesn't seem to be in a place lifestyle-wise where she wants to put as much into it as she did when she was on the KLPGA and early on when she was on the LPGA.

Laura Davies had to wait so long before her induction into the World Golf Hall of Fame because until 2014 its qualification criteria for women was the same as the LPGA's, which to this day she still hasn't met. The revamped qualification criteria for both men and women requires that a prospective inductee be at least 50 years old (changed from 40 earlier this year) or five years removed from "active" competition and have at least 15 wins from recognized tours (for the ladies that would be the LPGA, LET, JLPGA, KLPGA and ALPG) or 2 LPGA majors. The International category no longer exists since the main categories encompass most of the major world tours. The Veterans category wouldn't apply to anyone currently playing since it's meant to honor those whose careers ended prior to 1980, and Lifetime Achievement is for those who made a major contribution to the sport whether they were a competitive player or not, hence the inclusion of Bob Hope, Dinah Shore and Frank Chirkanian (the late CBS golf producer).
Even if a player met the criteria it isn't automatic: a 16 person sub-committee meets to narrow the list of eligible persons down to no more than five each for the men's and women's ballots and three apiece for the veterans and lifetime achievement ballots. They are then voted on by a separate 20 person committee, with the threshold for induction being 75%, with no more than two elected from any ballot and five overall. The entire process happens every other year with the induction ceremony taking place in odd-numbered years.
Under the current criteria Lorena Ochoa would be eligible for induction in 2017 because she's now more than five years removed from active status and has more than enough wins in her career. Wasn't Laura Davis voted into the World Golf Hall of Fame soon after it was created. I may be wrong, but I don't think she had to wait that long.
I asked that question about Jiyai. But Happy Fan thought that she should come back to the LPGA. Try to qualify for the LPGA Hall Of Fame, would a better choice. I agree with that, because you earn your way in by acquiring enough points. Instead of being voted in.
